An Educational Limited license is required to obtain the hours needed for full licensure and must be obtained from the state your residency program is in.
If you have matched in the state of Michigan a letter of good standing/letter of anticipated graduation will be sent on your behalf at the end of April to the State of Michigan Bureau of Professional Licensing from the COM Registrar. Please ensure you have completed the anticipated graduation requirements:
- Pre-clerkship program
- RECR
- COMLEX level 1, level 2CE, CPCA (2PE Comp Sim)
- ET grades resolved through fall semester 2024 (with exception to OST 604)
- All selective/elective rotation (4th year electives) weeks scheduled, if not already completed
Here is a brief overview of the application process with the Bureau of Professional Licensing:
- Applicants must first submit their completed application along with the application fee.
- Official transcripts must be received directly from the applicant's school. Here is the link to order transcripts through the University Registrar's website. Please check Campus Solutions to ensure your degree has been awarded and contains a conferral date before ordering and sending an official transcript.
- The licensing board must receive a certification of appointment to a Michigan training program directly from the training institution.
- Applicants will be required to complete a background check.
For more detailed information regarding the application process, or if you have additional questions, you may consult the Health Professional Licensing page of the State of Michigan's website. Please note that you can hold an educational limited license for a total of 6 years (initial application plus five renewals).
If you've matched outside of the state of Michigan, please contact the state licensing board for your residency program.

The COM Registrar will begin conducting graduation requirement audits and will send comprehensive instructions to the class regarding requirements and State licensing letter eligibility in March.
Outstanding requirements:
- If you have outstanding course requirements/grades, please contact your rotation’s CA to resolve/update grade(s). The COM Registrar's Office will closely monitor grade submissions to ensure a timely degree audit review at the end of the term.
- If you have outstanding attending evaluation(s), please reach out to any attendings that have not completed your evaluations and consider enlisting the assistance of your student coordinators at each rotation site to encourage completion. Evaluations should be completed in Medtrics.
- If you need to add rotation weeks to your schedule (4th year electives), please contact the Clerkship Office at: COM.clerkship@msu.edu.
- If you see a course/rotation in your list of clerkship requirements that should not be on your schedule or should not have been enrolled (change of rotation and old course wasn’t dropped), please contact the Clerkship Office at: COM.clerkship@msu.edu.
Overall Degree Conferral Requirements:
- Complete the required Responsible and Ethical Conduct of Research (RECR) requirements before March 1.
- Achieve a passing score on the COMLEX-USA level, level 2CE, and CPCA (2PE Comprehensive Sim)
- Meet the academic requirements and professional conduct expectations of the D.O. program
- Earn a passing grade in each required course in the D.O. program, this includes completing all clerkship program requirements and resolving any ET grades.
- To find your official grades and review all degree requirements, go to the Dashboard in Campus Solutions and selecting the “Academic Progress” tile. Any outstanding requirements will be listed in the section for “Unmet Degree Requirements."
- Please note, the percentage completed in your “Academic Progress” is not accurate and should not be the gauge you rely on.
- Also note, the COMLEX/RCR/Selective & Elective/Surgery & Medicine Milestone is the last requirement the College updates (late April/early May) and clears on your behalf before conferral. You will not need to take action for this to be updated.
Failure to complete all requirements by the given deadline could result in an impact on your residency match, move your graduation date to the summer semester in August, or impact your timeline which is a maximum of six years for the D.O. program. The COM Registrar conducts the graduation requirement audits and staff will contact students in April if they have any missing requirements.

The COMLEX/RECR/Selective & Elective/Surgery & Medicine Milestone is the last requirement the College enters as complete (late April/early May) and updates on your behalf before conferral. You will not need to take action for this to be updated.

The COM Registrar ensures students are conferred in Campus Solutions, the appropriate letter is sent to the State, and COMLEX Level 3 approval is applied. We will send you an official notification to your MSU email once the conferral and COMLEX Level 3 approval has been updated.
If you need an official transcript, we suggest waiting to order the transcript until all grades and graduation requirements are completed, and your degree is officially conferred. To order a transcript, please visit https://reg.msu.edu/Transcripts/Transcript.aspx.
Your diploma will be mailed from the University Registrar’s Office and takes 4-6 weeks to arrive. Students can order an extra copy electronically, once the original has been sent in the mail. Please visit this link for more information: https://reg.msu.edu/StuForms/StuInfo/CediplomaOverview.aspx. If you need to contact the University Registrar's office with questions about the official transcript or your diploma, please email reg@msu.edu or call 517-355-3300.
